api-chisel3 api-firrtl need to bump to v3.2.0

While the other better way is to merge the wake files into chisel3 and firrtl

Ultimately we would like to merge them into the main repos, but I want to make sure the wake flow is more usable first. The main lacking thing is incremental compilation; it's obviously very important.
