Stabilize Windows hostile lifecycle audit on dev

What

• Fixed the dev branch Windows Release CI failure in exploit_ctx_lifecycle_hostile and the resulting unified_audit fallout.
• Zero-initialized all fast::FixedBaseConfig locals in the hostile lifecycle audit to remove MSVC-only garbage-flag behavior.
• Split test [8] into a fixed-base correctness check before reset and a signing-health check after reset, which matches the intended hostile-lifecycle invariant on Windows.
