[REQ] Implement bot auto-fill

I want to be able to play a match with not a full teams of people but don't feel handicapped much

Describe the solution you'd like

Implement auto-fill with bots:

• When a player disconnects they are replaced with a bot
• Ability to start the match when x amounts of people are ready when bots are enabled

When a player leaves and a bot comes in, you should be able to control it mechanically, for example, with a radio or a cs2 tag

And we should be able to use the bot, such as picking them up when we die and picking up the bot, and when a new player comes in, the bot will leave
