[Feature Request] Exempt OP from commenting restrictions

Users have expressed interest in being able to exempt the OP of the post from commenting restrictions. This would require either:

1. Adding a new setting to the (already complicated) configuration form
2. Adding a toggle to the installation settings to set a default behavior
3. Enabling this behavior by default without any setting to control it
