[BUG] Top Most breaks for taskbar sitting

What happened?

When sitting on top of a window, the model seems to follow the window's Z order. This is good for windows but not good for the taskbar. The model should always appear on top when sitting on the taskbar. I'm pretty sure this is what it used to do in the past, unless I'm misremembering. Not sure if this intended behavior, if so, consider this a feature request.

Version is newest on Steam, 3.3 I guess.

Steps to Reproduce

1. Place model on the taskbar
2. Put a focused window on top of the model
