Redesign round 10: locked-rulings implementation tracker

Tracking issue for the round-10 locked rulings (2026-08-21). Every decision below was grilled and locked — the rulings themselves are settled; only implementation remains. Do not re-litigate any of them.

Ground rules (locked)

• Nothing merges to main until the redesign is over — all slices land on redesign branches; one merge at the end (Land the screen-capture self-exclusion fix with the redesign merge #245 rides it).
• docs/redesign/ stays untracked — mockups are the reference, never committed.
• All doc/mockup-side work is already executed and verified; these issues are app-code implementation only.
