Normalise tag casing

differently-cased tags are recognised as distinct. Standardise to all lowercase for management. Display as lower or uppercase

#54 deals with casing issue. Doesn't deal with any preference for display (all lower, all upper, etc.). Maybe add an option for this, and/or a lookup table for custom display.
