Make it possible to remove the boxes from index by some flag

For AT, the boxes on the landing page are not very useful. Make it possible to remove them by setting some flag in smallTexts.yml.

You can't remove them but you can add some other content in there.
I think we should keep them, just figuring out what content should be in there. What is interesting about the at association?
