Paper writing: 2 writers, deadline minus 5–7 days

Per the working agreement:

• ~5–7 days before the deadline, 2 members start writing the core paper — the codebase does not have to be 100% complete at that point.
• Once the codebase is done, the rest of the team functions as reviewers.
• This only works if per-goal documentation was written continuously as work landed (every member, at every stage — organized, clean, usable). Track that here.

Checklist

• Pick the 2 writers + the deadline-minus-7 start date
• Confirm every completed goal has a usable summary doc (GOALn_SUMMARY.md)
• Draft under the claim discipline (see the proposal-revision issue)
• Team review pass
