I've just started using Portmaster.

It appears to block everything by default. Is there an option to allow all, and then block on a per domain basis?

Hello! yes check under general settings and privacy filter a setting is called default network action set it to allow. Then in the Network Activity tab you have the connections per domain wich you can block via the three dots on the right side of each one of them :)
