After joining wifi, can't ping urls (10.0.0.1)

After joining a wifi network it grabs a DHCP IP address. I can ping DNS (8.8.8.8) and it resolves, but all DNS queries (ping google.com, ping apple.com) resolve to 10.0.0.1 and do not resolve.

The issue is being caused by /etc/dnsmasq.conf.
