Port to the last version of jquery and replace history plugin

@okfn I was wondering if its possible to port the bubbletree to the last version of jquery, replacing the history plugin that now is not maintened anymore.

Given that this project ceased development over three years ago, and only the OpenSpending version of it is maintained, I wouldn't hold your breath.

I can confirm that it does work with the latest version of jQuery, though. Make sure to include jQuery Migrate.
