Everyone in this cluster should be sending interest to both the dark blue nodes, since they all have the same hat (hat 11). However, when they stop donating, and their rDAI balance goes down to 0, the explorer continues to show them donating to only second address in the hat.

- should not be actively sending interest to anyone (e.g. no animated dots traveling down the path)
- should show them still connected to all hat recipients (dark blue nodes), since their hat is unchanged

- should a node not actively sending interest (e.g. 0 rDAI balance) show its hat edges or should it be isolated out in space?
