PCH's cert_registry and agent routing layer is purpose-built for exactly this use case. HYDRA Regulatory Intelligence can be registered as a discoverable agent endpoint in PCH's routing registry, exposing its x402 manifest, capability tags (SEC/CFTC/Fed regulatory intelligence), pricing range ($0.001–$50.00 USDC), and Base L2 network affiliation (chain ID 8453) as structured metadata. Once registered, other agents can perform capability-based discovery queries against the cert_registry to find and invoke HYDRA's paid endpoints without manual URL wiring. PCH's Path Score and ERC-8004 identity layer can additionally assign HYDRA a trust tier based on its x402 manifest verification, giving consuming agents confidence in the endpoint before committing USDC via the x402 payment rails. This creates a fully composable, trust-scored, pay-per-call regulatory intelligence node within the PCH agent network.
