Prior idle time setting for combos

According to https://rmk.rs/docs/configuration/behavior.html#combo the combo system has nothing like ZMK's require-prior-idle-ms (docs). This is very useful to prevent accidental combos while typing (eg home-row combos for modifiers).

That's good, it just means updating the docs.

I personally would prefer this to be per combo, as like many people using a small keyboard I have rare letters like Q and Z or symbol on combos (don't want the prior idle here), as well other combos where I do want the idle requirement (modifiers, boot loader, bluetooth toggles).
