UI supports multiple languages. Just like links browser.

elinks supports gettext. Your favorite distrubution likely has elinks with gettext enabled. Also latest binaries in the "Releases" section have gettext enabled. Windows and DOS versions have .gmo files included. You can do such trick:
download elinks-win64.zip, unpack it. You'll get src and po directories. To src copy elinks binary from Linux tarball.
Now run it as src/elinks, you should have multi language support. If you want Chinese, create appropriate dirs and files in po directory, translate to Chinese, and build elinks, you can even create pull request with your translation.
