desc: if i make updates to WINDSURF.md, I might want to reflect the general instructions to the other files. example: add an additional few lines to the general instructions of WINDSURF.md. i run rizome sync, and it gives two options -- sync from RIZOME.md, or from one of the providers we have configured (we should have a registry of all).
