[Deploy-S10] Aspire Kubernetes + Azure + Docker-image providers

Scope

Aspire Kubernetes + Azure targets via the TS AppHost, plus Docker-image cloud providers as thin adapters on the container lane. publishAsKubernetesService (k8s manifests) and aspire deploy to Azure (ACA / App Service / AKS); thin adapters for GCP Cloud Run, Koyeb, Render, DigitalOcean reusing the image build from S7.

Target / adapter

Kubernetes, Azure ACA/App Service/AKS, + Docker-image providers (Cloud Run / Koyeb / Render / DigitalOcean).

Acceptance criteria

• publishAsKubernetesService emits applyable manifests; documented kubectl/helm apply.
• aspire deploy --environment provisions + applies to an Azure compute env (ACA at minimum).
• At least one Docker-image provider adapter (e.g. Cloud Run) wired on the S7 image path.
• Cluster/cloud auth + RBAC owned by the user, documented as prerequisites.

Dependencies

S7 (Aspire container lane / TS AppHost). Deferred to stable.
