what should i do to change the monitor resolution and scale?

I have tried to use nwg-displays to do this like in Arch Linux, but it does no effect

nixos is configured by your config. filesystem is designed to be read-only so it is reproduceable

use home.file and userprefs.conf or monitors.conf and add it to your config
