After downloading the app from the itch.io page, it won’t detect any input from my face. The purple lines that are supposed to indicate tracking don’t even appear. "tracking" is stuck on zero and "FPS sending" is around 60.

Yes, there is such a problem when your face is not recognized by the MeowFace app.

I can suggest an alternative in the form of FoxyFace, it's also free but uses a webcam connected to your computer (although the FoxyFace Wiki has instructions on how to use your phone as a camera for your computer).

I am the developer of FoxyFace so keep that in mind when reading this post.
