UTC is specifically requested for the end date of a petition in order to make sure that there is zero confusion regarding the time at which the petition expires. Other dates/times like the creation date of a petition or the signature date/time of a signee is in local server local time, which, to make things worse, isn't displayed anywhere for comparison. Should all dates/times be requested/displayed in UTC (with UTC server time displayed for reference), should the different uses be pointed out explicitly, should the server local time be displayed somewhere for comparison?
