Subject: [PATCH] xplat/js/react-native-github: opt in to fmt 12.2.0

Summary:
Build these directories with fmt 12.2.0 by adding the fmt 12.2.0 modifier to their PACKAGE `cfg_modifiers`; the default stays fmt 9.1.0 everywhere else.
