Archive this project

RAPIDS and numba-cuda no longer support CUDA 11 (rapidsai/build-planning#184). This project is no longer needed and can be archived.

Users of CUDA 12 and CUDA 13 can now use numba-cuda with no additional packages beyond the standard set of dependencies (see rapidsai/pynvjitlink#130 for details).

Tasks:

FWIW: nvJitLink is also a PTX compiler, which is the working basis of cuda.core.<experimental>.Program when the input is PTX.

I'm indifferent about this.

I'd already converted them to past tense and moved them to an "archived projects" section in rapidsai/build-planning#210, to make it clear that those descriptions weren't about the present state.

I think it's fine to leave that history there for a bit in case we stumble over any other things that we missed deleting / archiving, but I also wouldn't object strongly if you proposed just deleting those docs.

I overlooked the "Archived Projects" header when I saw this the first time. I think it's fine to purge these from the docs to avoid confusion. We've archived many projects that we don't list there so I'd be fine with deleting and letting it be just in the git history.
