Updating & automating UCX versions

Recently UCX released 1.22.0. This has been picked up in conda-forge: conda-forge/ucx-split-feedstock#238

On the wheel side it looks like a few UCX updates have been missed. Currently UCX wheels are on 1.19.0. So updates are needed for...

• UCX 1.20.0: Release 1.20.0 ucx-wheels#42
• UCX 1.20.1: Release 1.20.1 ucx-wheels#43
• UCX 1.21.0: Release 1.21.0 ucx-wheels#45
• UCX 1.22.0

Part of what is needed here is a workflow to upload wheels automatically. So far UCX wheels have been manually uploaded.

Additionally UCXX is pinning to older versions of UCX (either 1.19 or 1.20). So updating to the latest UCX 1.22.0 is also needed

• Update UCXX pins for UCXX 1.22.0

The integration repo also has an old UCX pin, but it can be dropped and replaced with UCXX

To help keep UCX updates rolling smoothly with minimal effort going forward, automation around UCX wheels and UCXX pins would help us pick up the latest releases
