Follow up with `hadolint` upgrade in `rapidsai/docker`

I pinned hadolint to 2.14.0 in rapidsai/docker#897 because 2.15.0 was released yesterday in the middle of our release cycle.

We should upgrade hadolint on main and fix whatever lint issues it's flagging or ignore them.
