Resources in obscure namespaces are not filtered out from lists

Setup

• Rancher version: v2.15 and before

Describe the bug

• for definition of obscure see description of User namespaces are not treated as obscure #18695
• resources in obscure namespaces should by default be filtered out
• this is not happening

To Reproduce

• find an obscure namespace, probably user- is easiest
• nav to config maps and free text search for namespace

Result

Expected Result

• with show dynamic namespaces off this should be hidden
