[backport v2.15.1] API Keys: Create: Scope drop down only shows local cluster

Original issue body:

Setup

• Rancher version: v2.14 (and before)

Describe the bug

• shell/edit/token.vue
• clusters used to allow user to select one to limit key to
• these rely on getters to mgmt clusters
• with vai on these are aren't fetched, i think local is but not sure why

To Reproduce

• nav to user avatar --> Account and API Keys --> Create
• select the Scope drop down

Result

• only local shown

Expected Result

• all clusters shown

Additional context

• the drop down needs changing to a ResourceLabeledSelect, the filter for harv + cluster also needs wiring in to it
