Should AI agent install "mvn wrapper" when not present part of an application to be migrated ?

I don't have very strong feelings about it, but I'd say maybe not?

We package the maven wrapper in our starters as a convenience for people getting started, so I can see where the AI is getting the idea. But if someone is already running spring boot with maven, they'll have a copy of maven locally. In that case, the wrapper might just be clutter. I never use mine because I'd have two extra characters to type ('./').

One thing the wrapper does help with is version mismatches, so it could be useful to check that the local mvn is a quarkus-compatible version.

I agree with Holly. I think it can be useful if Maven isn't installed locally or if there are version mismatches. A version check would indeed be useful. If everything looks good, I wouldn't install the Maven Wrapper.
