Make sure CLI versions built/uploaded with the `ci-release.yaml` job have a correct `qt --version`

For beta uploads on commits to main, qt --version should output beta-$COMMIT, where $COMMIT is the commit from which the CLI was built. For tag uploads, qt --version should output the tag.
