[RFE] Provide Better Coverage for Ensuring Power Cycle in Cloud Moves

Hosts with wipe=True could reach validation without being kickstarted due to a chain of silent failures in the rebuild and validation paths.

We have seen this manifest where clouds undergoing validation still had workloads running, when rebooting them they actually kickstarted. A number of factors can contribute to this.
