Builds using config-nss.seed still pull in libmbedtls via apk

Describe the bug

OpenWRT 25.12 / main branch uses apk-mbedtls by default, and the config-nss.seed does not specify to use OpenSSL, so libmbedtls is still pulled in as a dependency via apk.

I have opened a corresponding pull request that fixes this issue.
