What is the problem?

Is this legit to switch drilling fluid from low tier to high tier while drilling bitumen seep?

Steps to reproduce

1. Start drilling (for example tar extractor) with low tier drilling fluid (type 1).
2. Lower counter as much as possible (10-15 or higher on a high-tier building).
3. Remove extractor (to empty buffer).
4. Continue drilling with high-tier drilling fluid.
5. You have a vein as if drilling all time high-tier drilling fluid.
