Move CI to Github Actions

I'm not sure if the Travis/AppVeyor pipeline is still running or maintained so I'm investigating moving the CI to Github Actions so it's easier to maintain

Created a new branch for this work for testing: https://github.com/pvpgn/pvpgn-server/tree/ci-release-binaries
Everything looks good so far.
