chore: catalog typescript/vite, upgrade to Vite 8, wire up decorator lowering in vitest

Adds a pnpm catalog entry pinning typescript to ^6.0.3 and vite to ^8.1.4,
and switches all packages to consume it. Enables useDefineForClassFields
and registers @praxisjs/vite-plugin's decoratorLoweringPlugin in
vitest.config.ts, required by vite-plugin 4.0.0's move to Vite 8's oxc
transform. Corrects the stale useDefineForClassFields example in the
getting-started guide.
