psql ODBC Linux CI - ci: bump Win OpenSSL to 3.5.8 (#205) slproweb.com only hosts the latest patch release, and it has rotated from 3.5.7 to 3.5.8: Win32/Win64/Win64ARM OpenSSL-3_5_7.exe now return 404. The download step fetches an error page, and the install step then fails with 'The system cannot execute the specified program', breaking the build-postgres and build-postgres-arm jobs (and skipping the Windows build-and-test jobs) on every branch.
