Plan the hydrocron and FTS API without SOTO

Currently these are under the soto domain.
Do we want to move hydrocron and fts to it's own new url?

E.g.
https://hydrocron.podaac.earthdatacloud.nasa.gov/v1/timeseries

I talked quickly with Mike about this, and he suggested:

https://api.podaac.earthdatacloud.nasa.gov/hydrocron/v1/timeseries

Which I like also.

We need to setup a meeting with Catalina to discuss this more.

AppSciSE depends on this task to communicate on the plan with users at sprint 26.1.6
