Fill in missing OPERA-HLS images

Depends on GITC releases.

A large number of OPERA images are missing from Worldview due to GITC processing timeout errors. Once GITC is ready, need to reprocess the days where there were timeouts to fill in the missing images in Worldview

These seem to be the dates that have incomplete images in worldview:

• Apr 9 (first day sending GITC images, mostly incomplete)
• Apr 21 (a couple bad swaths),
• May 6-16 (a little blocky)
• May 17-20 (blocky)
• May 21(a little blocky)
• Jun 1-3 (blocky)
• Jun 6-9 (a little blocky)
• Jul 10 (blocky)
• Jul 19-24 (a little blocky)
• Jul 26-27 (a little blocky)
• Jul 30-Aug 16 (a little blocky)
• Aug 17-18 (only a few granules sent)
• Aug 21 (only a few granules sent)
• Aug 26 - last day of black outlines
• Oct 29 - Nov 7- blocky
• Oct 24 - missing imagery
• Dec 4; swaths missing

We have reprocessed a few days but another GIBS issue was discovered. Blocked again waiting on GIBS to implement solution
