Running True Path, when the plague is giving Quarantine penalties to production on the home planet and system, I find a couple things where it looks like it may be applying wrongly.
First, for Aluminium, the production tooltip says that the penalty applies to Workers (at the Quarry) and Miners (Outer System), but also applies the penalty to the Metal Refinery, which only has a production bonus, rather than actually being a source of production. I'm not sure if this is intentional, but it seems odd.
Second, for Cement, after I get the Womling Station built around the Gas Giant, it seems to be just adding those workers to the Cement Plant pool that then has the Quarantine penalty applied, which seems wrong since these workers are in Tau Ceti and thus shouldn't have the penalty apply.
