Verify @pkmn/stats legacy reports are identical to smogon.com/stats output

@pkmn/stats matched the output of Antar's python code, but after smogon/usage-stats@1aa1ec9 changed the output format of reports the output format has changed and probably new bugs / differences in rounding etc need to be accounted for to match upstream. This has roughly been done, but still needs work to ensure parity has been acheived.

lol... during the rewrite I fixed a longstanding bug with the part that tries to round EVs down to the nearest value that doesn't change the stat, which only ever worked on Defense because the assignment was outside the loop, but the stat formula itself is also bugged
