Bug: Cut with ultra slow motion trims 30% less than selected (single cut) #450

Description

@bipolarido

Hi Paul, I found a bug with the ultra slow motion feature combined with cutting.

Expected:
The cut should respect exactly the selection from 1 to 6 in slow motion.

Steps to reproduce (my exact method):

Open a 30fps video (1080p H.264 from phone)
Go to function: H.264 (or AV1) > Advanced features > enable Ultra slow motion
Set ultra slow motion: From 30 fps To 60 fps (to make it slow)
Then go to the player and in Mode: Cut, select a single fragment (for example from second 1 to 6)
Click Start function

Additional info:

If I render the whole video in ultra slow motion without any cut, it works correctly.
If I select more than one fragment (multi-cuts), it respects the cuts correctly. The bug only happens when I cut a single fragment with ultra slow motion active.
If I disable ultra slow motion and use only "Cut without re-encoding", the single cut works correctly.
So the problem is only: single cut + ultra slow motion.
Version: Shutter Encoder v20.2 and v20.3 (Windows 64bits)
Video: 1080p 30fps H.264

Thanks for your great work!
