governance: CODEOWNERS, issue/PR templates, SECURITY.md

Part of the v1.1 site-tooling set · companion to #11.

This repo lacks the standard governance scaffolding the sibling repos carry (RigForge has SECURITY.md / CONTRIBUTING.md, etc.).

Proposal

• CODEOWNERS so site changes route to the right reviewer(s).
• Issue templates (bug / content fix / enhancement) + a PR template.
• SECURITY.md — even a static site benefits from a documented disclosure path; point to the org policy.

Acceptance

• .github/CODEOWNERS present.
• Issue + PR templates under .github/.
• SECURITY.md present (or links to the org-level policy).

Partial progress: the PR template item here is already done — added in #18 along with LICENSE and CONTRIBUTING.md.

Remaining scope for this issue:

• .github/CODEOWNERS — route site changes to the right reviewer(s)
• Issue templates (bug / content fix / enhancement) under .github/ISSUE_TEMPLATE/
• SECURITY.md — disclosure path, or link the org-level policy
