Sending assessment output to the HAT

Need to write function to convert the assessment objects into the schema that can be uploaded to populate the XHAT. These schema include:

• summary files for populating the maps
• schema for populating the menus (top of the HAT region)
• schema for populating the legends and help files (right hand side of the HAT region)

Currently this is done by a script that is tweaked for OSPAR, HELCOM and AMAP assessments, but offers no flexibility.

The function is not likely to be used by a general user, but by someone who is running the OSPAR, HELCOM and AMAP assessments.
