AMAP shape files

Need to make the AMAP shape files consistent, so that the regions, when combined, are equivalent to the AMAP area.

@swamap, we talked about this in 2023. Some parts of the AMAP area are not covered by the arctic LME areas and some LME areas extend beyond the AMAP area, see below (green = arctic LME, black = AMAP). The decision back then was that we would use the arctic LME areas as they are regardless of this. The alternative would be that you need to edit (and maintain) a separate layer of the arctic LME's where the LME's are clipped with the AMAP area (that is simple) and extended to fill the AMAP area (likely not as simple).
Do we need to revisit the decision we made back in 2023...?

At present, using the default AMAP control arguments, an AMAP assessment will lose those data and stations that are not in the AMAP area (even if they are in an arctic_lme). Data and stations that are in the AMAP area but are not in an arctic_lme will still be assessed, but will not have a region attached to them.

If you align the shape files, then the control arguments should be tightened up to reflect this. But let's see which way you decide to go.
