The server hosting CyclOSM rendering is a quite old one and we must move this service to another machine.
Recently, we got a huge scrapping of tiles coming from one IP address located in China. I blocked it a few hours ago.
More black-listing may be necessary, like what we do on the humanitarian tiles or the french style for: private sites, lack of attribution, commercial use, abusive traffic, etc (see our policy: https://www.openstreetmap.fr/usage/)
As mentioned in #625 there is (was?) need for newer hardware for CyclOSM rendering (the tileset is down again since yesterday as mentioned in #650 and #653).
If OSM France is short on budget, I'd suggest that you setup the possibility to get github sponsorships for the org, as this is a very comfortable / low friction way to provide a little support for you.
