What are the best settings for GEOS on SLES-15

@wputman What is the recommended set of configuration options for running GEOS on SLES-15 (milan) nodes? Could you please place your recommendation here? It will be useful as a concrete example to help us identify categories and sections.

I will note many of the suggestions @wmputman had for GEOS' setup are now the defaults in GEOSgcm v12 via GEOS-ESM/GEOSgcm_App#640

Perhaps there are updates to that.

If desired, we could backport those settings to v11. Well, the NX/NY bits at least. Other bits like time stepping changes would be non-zero-diff and might actually crash if the v12 physics has tunes to make those settings work.

I have not been able to run GEOS on SLES15 with Intel MPI without it hanging in quite a variety of settings. I would argue suggesting Intel MPI as "optimal" is still not the best idea (given the fact that it doesn't work).
