Engagement disposition: evolving. The old built-never-deployed premise is now partially superseded: seed.yaml lists https://public-process.netlify.app, that URL returns HTTP 200, and the GitHub Pages URL also returns HTTP 200; README.md has a Quick Start and local smoke path. Remaining activation work is release/version automation: I found no package manifest, release workflow, or tagged-build publication target, so this is shipped as a site but not as a versioned release channel.
