I've put together a mockup of the suggestions I have for the narrow screen view

The overview card in the file explains the thinking and I've annotated the changes, but the short version is that I've collapsed the tabs into a single dropdown section, moved the device actions into the header, and separated out the submit buttons.

I've designed two separate versions of the submit buttons (i.e. save, save and continue and preview). The primary version would be my recommendation, though it might be tougher to build, so I've also designed a fallback that should be more straightforward.

One thing from before, I noticed on the current staging that the responsiveness is still moving the tabs onto two lines and not collapsing into a dropdown as the screen gets more narrow. Maybe you just haven't implemented it yet, but it might be worth a look at alongside these changes as that has informed my thinking on this suggestion.
