Although response encryption is not required, it would be worth to define baseline requires for OID4VCI response encryption. This is done for OID4VP, but not for OID4VCI. I would suggest the same baseline support requirement, i.e., ECDH-ES w/ P-256 and A128GCM/A256GCM.
