Annotations: multiple layers, styles, full edit-mode

Currently we can add annotations only to a single "Annotations" layer with limited edit-options.

Wishlist:

• the ability to create multiple annotation layers
• the ability to add annotations to the currently selected annotation layer OR if none is selected create a new one
• the ability to have empty annotation titles for markers (currently you need to have at least 1 character), markers without a title should not display the white title box.
• the ability to edit annotations (not just the title via the right sidebar, but also description & style)
• the ability to move an annotation item from one annotation layer to the other (use case: you create one, but added it to the wrong annotation layer and want to move it to the correct one)
• the ability to move the position of an existing annotation (may it be a marker, arrow, text ect.)
