docs: record #2356's ticket closure and the 17,271 baseline

The code, tests and migration note landed in fef9b5d; the ticket-DB update in
that commit failed on a malformed sqlite3 binding and is applied here, together
with the CLAUDE.md rule-2 baseline the gate reading supports.
